Staff are chosen by admins. There was once a time where you could apply to become staff, but that's history.

As for the questions, I don't know you at all so I have no opinion. Although you seem like someone with well developed grammar. If you're serious about this then be more active on the forums, report rule breakers, and be an overall nice person and then wait for the door to open.
