sorta, but this map is just a test. i'm personally hoping (and i think allie is too) to get more events out for everyone or even specifically low lvls. we just didn't have the time to make this lvl more accessible, but we're promising a lot to come in the future. usually the op items are available to everyone through activity like halloween events and collection events though, but it's unlikely there will be anymore op item releases i think.
