Common misconception, and something that makes or breaks any company, gaming or not.
It is not the admins, or the game that makes something successful. It is the players.
No matter how much we advertise a game, we can't force someone to give it a try. No matter how many people we convince to give it a try, it's not on us for them to stay.
The people make the game. We attempt to give people a reason to play, and get as many people as we possibly can aware that we are here on the internet. But a game will never make it if the community itself doesn't make an effort to grow.
If you don't wanna play, than that's on you. There's very little I, as an admin, can do to change that. Your issue that you mentioned is a community issue, something that no advertising or updates can fix.
Also, related to your last statement, I released a patch that noticeably increased xp in pvp. It's just as viable to level in as sector now, given you have people to pvp with. If you're consistently MVP (as I was during public testing), you'll level twice as fast as sector.
