That's probably an old post you were looking at. They use to be rewards for green chest events.

The RB's came from an event back a few months ago, and what they're complaining about usually comes from lag, it's a pain but nothin can be done about using that many RB's at once

True but this can be fixed if RedEyes  makes it only one pack per second.
