It's both.
The glitch is the game infers you're doing something other than standing, running, or anything of the sort; therefore it decides to give guard damage.
Since you're not guarding, it pushes you back just as a normal hit would,
This glitch only happens because of lag (a miscommunication of your bot location/activity from the other player).
