before that happen i was playing it ,but then there was a power surge happened, after the power went back on i run game that happen

Hello,

Have you tired turning off your Anti-virus, or simply adding the game to your Anti-virus exceptions.

Other than that I would suggest updating your Direct x driver(http://www.microsoft.com/en-us/download/details.aspx?id=35) or by simply google-ing Direct x download.
