If you got IP banned, you got 3 normal bans already. You have no chance anymore to get unbanned since you dont seem to learn your lesson.

You must understand one simple concept.  When someone doesn't text you back, or when someone doesn't send a e-mail back to you, that usually means NO. I have gone ahead and banned the ip you are using to post on the forums with, and I will go ahead and ban all of the accounts associated with your ip and e-mail addresses.
