Most are either already working or in search of work. Very few abuse the welfare system. Many receive government assistance because they absolutely need it, not because their lazy/greedy. Hell, a bunch of people are working and receive money from the government yet still have trouble making ends meets because of a myriad of reasons. eg. extremely low wages.
