That's the best Luxray set.

But, if you want a better electric (if you want a replacement electric), I recommend Jolteon.  Rotom-W is also really good.

Ability: Volt Absorb
Nature: Timid / Modest (soft reset until you get an eevee with one of those natures)
EVs:  252 SpA / 4 SpD / 252 Spe
-Thunderbolt
-Shadow Ball

basically all good electric movesets involve hidden power grass or ice.  lulz.
