The people who got bs is having a fun time grinding together in low server.
Why do you want it removed when you don't play the server?
I think the bs is needed because people are happy about it, and use bs well in both servers.
If it gets removed i suggest that every one gets the same amout of bs in high as they have in low back (so they don't loose what they have worked hard to get for).

But people have fun in low server too!! ^^

I only play if i have incentive, ofc i'm gonna quit when everytime I come on no 1 is on.

I played just yesterday, started a guild too, I happen to be level 36 O-o.
