no it should be same stats as perm jack or maybe better cuz it is more rare

Rares are for collecting, not for power. Jack is already overpowered, the whole point of a low-stat good looking item is to show off, not for stats

this would be totally unfair since my friend bought it and then gave it to me !!!!!! , 120$ isn't nothing so i think if kenny did somthing as you willing he do , i will ask for a compensation

100% true, also it is a players option to buy an item that may be released later. We are not forcing it on them so it doesn't really need compensation if something happens. This is how it works in other games also.
