I hear if you equip ALL halloween parts, the stats of them are boosted. Is this true? If so, how much more powerful do they become, and is the Jack Head part of the necessary Halo set?

I don't think you need the jack. I have no clue about the boost.

if u wear all Halloween stuff (shield, shoulder, head, body, arms, and trans) ur stats are given a huge boost. last time I heard it was a boost to level 190 stats
and no jack head isnt

You dont need a Jack head for the bonus. As for the bonus I think You'll have the power of LV 196 amour?

If you equip the shoulder, shield, head, body, and arms.  You will get a boost that makes your armor set equivalent to a lvl 196 +5 set.
