player 2 has 200m

both halved.

player 1 lose only 1m
while player 2 loses 100m

Yessir, because player 1 has a value of 2M, and his value is halved. The value of 1M is now worth what 2M used to be worth. Meanwhile, player 2 has a value of 200M, and his value is halved. The value of 100M is now worth what 200M used to be worth. It just appears a lot more because you're comparing the losses instead of net value -- 2M is a lot less than 200M, and thus due to basic math of multiplication and division, halving it will render a bigger number for 200M. However, if you halve 100 players with 2M, you'll reach the same 200M half, and you'll see that the same amount is being removed, just at a higher scale.
