Don't act on impulse. I used to have the same problem, and blurted out whatever was on my mind at that second. Then I've been told, and started realizing that I was acting on impulse.

Take a few seconds, think about what you're doing and why. Then think about it from the other persons shoes. From there you can figure out what to say, and how to say it nicely and gently.  

Not sure on rate.
