You should ignore the people who want 9 of a +3 part; 3 +3s make a +4, three +4s make a +5, therefore 9 +3s make a +5 part.
Those players are wasting your time so they can bypass the "don't ask for +5" parts by asking for it in another form.
The players can request it again later, but I'd suggest you go by a request-by-request basis.
