I've been constantly searching through the internet trying too find out how too delete EVERYTHING but my system, all files folders and junk.

I don't have a disk that restores a system, i don't have any system restore points and I don't want too format it.

Is there any way to delete everything but my system?

Like a local disk wiping program or something?

Try this:
1. Turn off your computer.
2. Turn it back on.
3. While it is loading, press 'ESC'.
4. An option screen should appear. Choose the option that most resembles 'Restore your computer'.

Tried restore already, thing is, it asks me for a disk, which i don't have.

And it says if i don't have a disk, don't continue cuz if i continued, it would have deleted everything including the system and i wouldn't be able too fix that cuz i dont have a disk.

Is there any like sort of program that wipes my local disk of stuff i don't need?

Yes.

But if i go forward with it, i don't know whats going to happen too my comp.

I stopped halfway because it said i needed a disk.
