it can be depending on whether you think due to the h being pronounced silently it should have "an" before it rather than "a" but it's a matter of opinion imo

Legendary does not start with "a,e,i,o,u" and if a word started with y the y would not be considered a vowel, so it wouldn't count.

You put the word "an" before a vowel sound not the letter.

Ex: "Does Ross have a one?" As you pronounce it starting with a "w".

Ex: "Does Ross have an eleven?" As you pronounce it starting with an "e".  

The reason behind the "sometimes y," is that the letter y can sound like an "e," and possibly other vowels.
