"Top 10" can be taken differently from different views. Top 10 skillful players? Top 10 sectors who play the most?
For people voting with "skill" based top 10 part ("top 10 skillful players"), rather than "Top 10 sectors who play the most?:

People list the "top 10 at PvP" by their skill and how well they can fight in it, not by who spends the most time playing PvP. While in sector people most people vote for the people who simply play the most.
How is the overall time you spend playing sector completely based on how skillful a player is? (You can complain that people who do spend a long time on something (in his debate Sector) can have more skill, which can true if the "highly" skillful players plays the most over all others, or become skillful due to how much they play, however in some / most cases it is not true.) Now for a more detailed explanation on why.
Ross and his rambling....
Skill:
"A skill is the learned capacity to carry out pre-determined results often with the minimum outlay of time, energy, or both. In other words the abilities that one possesses."

Just to note Ross heavily relies on "minimum outlay of time." (Plus the fact that it is in the definition and what people consider skill "ability to do simply do something.") However not all skill aspects are simply based of time. (non- timed things people can do such as who is the most skillful soccer player), but "for say" (by Ross' definition here) the ability to do something exceptional, above what any other person can do. If given the chance there are lots of people who can simply play for a long amount, but are they able to do something better than others can? Ex: Time to beat a sector level.
Just because someone plays for a long time does not always mean they they have "high skill" (unless they obtain it from spending a long time doing it) according to the definition. "With the minimum outlay of time" could be taken as time it takes to do a level. This also go against playing for long periods of time.
So basically you can do a point scale for skill. The faster they can do the level the "more" (higher) amount skill they have.
player 1: doing "x" lv in 1 min = 1.0 skill,
player 2: doing "x" lv in 30 seconds = 2.0 skill
2.0 skill > 1.0, thus player 2's skill > players 1.
As for the energy part, it can go both ways depending on your opinion. Going to keep this short. Doing a level over and over in the time frame 30 seconds - 1 min typically (hypothetically) should take less energy than doing it in 1 min - 1:30. IRO, simply playing the most is not considered using a "minimum amount of energy."

While people who play more possibly have more practice / knowledge. The problem relies on their ability to use that knowledge, and practice in order to do it "well," (for the aspects of Sector.)

just because you can beat x at y doesnt mean you are better than x at y, y may have more skills in y than you
As for what Iri is saying, some people are better fighting others, there is the players style of fighting (ex: Some people are better than others at running away, while there are people who are better at chasing,) also the active skills people use to consider, and etc. The list is not based on who can win against a specific person, but how well they fight overall.
