Digi is OP because it allows a person to cover a teammate or teammates in a way that lacks skill. It's nearly impossible to defend when there's some asshole who is spamming Digi on your base. It prevents you from doing anything. Just because this community sucks at basing doesn't make Digi any less OP. It's like saying DH aren't OP because most of the people who use them are stupid and don't know how.
