Those are the displayed stats in the description, however once you equip the item you will notice the significant boost in your bot's stats.

Honestly, once I've equipped the Halloween shield, my attack range got decreased from 856 to 806, had a +4 discuss before putting on the Halloween shield, but once I did, my stats got reduced.
