teen and young adults are the same with the exception that young adults do not care as much about certain things.

The decision making and knowledge of things is the same, you don't drastically learn something and be pro at it when you're a young adult, but you take knowledge in better when you're around 12-15. That means peeps who learned about the troubles of gambling/lottery/bunch of bullshit will know about it in detail better than those 16-20+ cause they don't care about the subject

so if u can say like that,,u have to prove all teens know danger of gamble..

and im not sure how many teens know about this danger exactly..
because normally they cant be undergone loss in gamble.

so regulation is right measure to them

Well my specialty in studies have been the development of teenagers and from most of my years the best experiment would be to give them an uncontrolled environment for them to go into the gambling/lotto world. Then after the event is done we will tell them what they did wrong and teach them how to be better at it and know the cost and benefits of the project.
