Does all evolutions give exp (and if so the same exp)? Considering that it gets harder to catch Pokemon as you lv up, limit ur exp gain from lv 1 by catching only 1 Pokemon that needs the lowest candy to evolve (such as pidgey). Keep catching them until you get like 10k pidgey's then just use a lucky egg, and evolve them into pidgeotto. Then when ur lucky egg runs out just transfer them for more candy and use another lucky egg. Ez leveling. Then ud be some high level catching high cp Pokemon as the base inc as you level. Pokeballs could be a problem, as pokestops give you exp, but you could prob limit that by spending money.
Or wait until trading come out, and trade all ur pidgey's to a lv 1. (might end up in lack of candy though?) If transferring does not give exp you can stack up on candy using that. Gotta catch all the pidgey's.

transfer = 1 candy
600 (500 new pokemon + 100 catch) exp for starter pokemon + 500 exp for new pidgey + 100 exp for each pidgey catch.
so at 1,200 exp u get 1 pidgey.
exp to reach lv 15: 100,000
so 100,000 = 1200 = 98,800 exp
Assuming u catch pidgey's without any bonus exp throws at 100 exp per catch:
98,800 / 100 = 988 + 1 pidgey = 989
Evolve 1/4: (247) at 2x exp: 247,000 exp + 500 new pokemon
transfer for 247 candy = 20 evolution = 20,000 exp, 7 left over candy
20 candy + 7 = 2 evolution = 2k exp, 3 left over + 5 = 8 candy.
= 269,250 exp + 100,000 exp = 369,500 = lv 22.
more exp if you catch more. Depends on how many u can find fast for exp per day.
farming pokestops 24/7 sounds more easy though. 50 exp, rare change of 100. Assuming 50 exp and 3 pokestops in range. = 150 exp per 5 min. 1800 exp/h at perfect rate.
