So that people can check to see if they're on it or not. If someone gets warned today, and a year or two years from now gets in trouble again he cant say he forgot he was on the list.

By saying it took a long time you are implying that there was lots of people to add to the list but the list was supposed to start yesterday, and I know there surely couldnt have been that many warned people in 1 day to warrant it 'taking a long time' . I dont understand... why would it have taken a long time?
